The Judicial Service Commission is established under Article 171 of the Constitution of Kenya, 2010, with a mandate of promoting and facilitating the independence and accountability of the Judiciary, and the efficient, effective and transparent Administration of Justice. The Commission invites applications from suitable candidates to fill the vacancy of Director of Supply Chain Management in the Judiciary.

Job Purpose:
The overall role is to Coordinate the development and implementation of internal supply chain management policies, procedures, strategies and programs in line with Public Procurement and Assets Disposal Act, 2015 and Regulations.

Key Duties and Responsibilities:
The specific duties and responsibilities attached to this position are as follows: i. Coordinating the development and implementation of supply chain management policies, procedures, strategies and programs in line with Public Procurement and Assets Disposal Act, 2015 and Regulations; ii. Interpreting and enforcing provisions of Public Procurement and Assets Disposal Act, 2015 and Regulations; iii. Providing professional opinion and advisory services on Supply Chain Management; iv. Overseeing the preparation and submission of periodic management and statutory reports; v. Coordinating preparation and implementation of procurement and asset disposal plans; vi. Spearheading and monitoring contract management by user functions in conformity with the terms and condition of the contract; vii. Overseeing the procurement and disposal processes; viii. Ensuring update and management of inventory, stock and asset Register; ix. Coordinating procurement market research, price, surveys and market trends; x. Overseeing maintenance and safe custody of procurement and disposal documents and reports; xi. Providing technical support services to the Procurement and Disposal committees; xii. Approving various LPOs and payments based on allocated thresholds; xiii. Overseeing implementation, monitoring and review of the directorate’s annual budgetary allocations; and xiv. Overseeing Performance Management, mentoring, guidance and counselling of staff.
Job Requirements: Academic and Professional Qualifications:
For appointment to this grade, the applicant must have the following qualifications.
Master’s Degree in Purchasing and Supplies, Procurement and Logistics Management, Commerce (Supplies Management option), Business Administration (Supplies Chain Management) from a recognized institution;
Bachelor’s Degree in Purchasing and Supplies, Procurement and Logistics Management, Commerce (Supplies Management option), Business Administration (Supplies Chain Management) from a recognized institution;
Professional Certification in Procurement and Supply Chain Management from a recognized institution;
Membership to Kenya Institute of Supplies Management (KISM);
Practicing License issued by KISM
Meets the Requirements of Chapter Six (6) of the Constitution.
Proficiency in computer applications;
A Course in Strategic Leadership Development or its equivalent from a recognized institution;
At least Fifteen (15) years of relevant work-experience with at least five (5) years’ experience in Senior Management.
